Windows 7 Screen Flickers: Update Driver
Some users have reported an issue in which the display/monitor constantly flickers after updating to Windows 7. One poster to the Microsoft TechNet discussion boards, gbaker123, writes:
“The issue I am having is the screen is flickering and I can’t read any dialogue boxes. For instance, not even the screen resolution mode will come up. [...] It’s so annoying I am likely going to give up on RC1 unless I can get this fixed – it won’t keep my settings too, keeps forcing back to 59.
Fix
The fix for this issue is generally to apply an updated video driver. In particular, if you are using an ATI graphics card, try applying the latest driver (currently version 9.8) from this page.

I had the same problem. In my case, I had a triple monitor setup using two different Nvidia cards. There were 2 Samsung Syncmaster 930b monitors and one 2443BWX. One of the 930b monitors only ever had partial window redraw — you could see a window if you were dragging it around the screen, but when you stopped it would go black. The other 930b was fine.
This system was dual boot and ran all three monitors fine on Linux, so that pointed to a Windows driver or config issue. Turns out it was an Nvidia driver update that was needed.
I have a HP TouchSmart tx2Z – just done the install from Vista to Windows 7 and get the flickering screen. By the way, it’s not the upgrade – I did the custom install.
Very disappointed with this problem, after all, after so long, it should be OK by now, but here we go again!
What is the point in having all these Beta versions and now I paid for Windows 7 and get more weird problems that no one really knows the answer to?!
I am no PC Geek, but know a few things about XP – left Vista alone, now here we are in the 7 dimension. All new problems.

I have the same issue on A HP Toouchsmart 506 and have been unable to repair it-I have tried downloading old drivers. The video is a nVideo 9300. Any help. The settings also only allow me to set at 59 refresh rate

i completely agree with Marcus, after Vista… Windows 7 should have some or the other problems.. yeah BINGO ..the SCREEN FLICKERS.. its very annoying… the icon keeps on refreshing on its own..
most of the time the stops respoding..and there is nothing which can be done… nothing like WIN XP.
Please Help us with this WIN 7 or else… LINUX is most welcome..
Just got a new 13.3 Toshiba, have noticed the flicker problem while using IE. Problem doesn’t occur on Firefox.
I had the same problem with a new Toshiba 11.6″ Laptop. The flicker was so annnoying that I called the Toshiba customer service and talked to someone and they told me to download Adobe flashplayer. This eliminated the flicker but it returned again so I re-downloaded the flashplayer and it seemed to fix the problem.
Not sure what to think, pretty annoying problem with Windows 7. I was ready to return the laptop if the problem could not get corrected. I assumed that the problem was a software issue since the problem only came to light while running Internet Explorer. I’m glad I talked to technical support before returning the laptop.
It also seemed that technical support was aware of the problem and was able to pinpoint the issue to correct it.

don’t know about the problem at hand with each and everyone of you. but if the border’s of your open windows are flickering and which seems to be like a constant refreshing of the desktop.
i have the solution. its an odd one but it fixes it. its windows autoplay feature.
its just trying to start something you plugged in but isn’t able too. so it may be your thumbdrive. your floppy drive.. lol idk.. you figure it out. from this point.

My windows were flashing and i was wondering why. everytime I went down to the taskbar to open a specific tab in a browser it would close back down to the taskbar (aero), then when I wanted to restart I couldnt becuase the menu would close beforehand. I was very confused. Now after readding Zamora525′s post I figured it was my password protected sandisk usb drive that wanted to access autoplay and it didnt. Is there a fix for this though? I would still like to use my USB drive…

i completely agree with andreas. i have a U3 launchpad Thumb Drive and as soon as i clicked on it to allow it to launch, the flickering screens stopped. so if you have a thumb drive that is in your computer after you re boot your system, take it out, or launch it if has a launch pad foundation. Always remember us IT guys and Gals have got to stick together. Peace.

I have the same problem. After a hard drive crash I put in new drive and new OS Win 7. Previous OS was Vista. Everything was ok until the Windows Updates started downloading. I’ve worked out so far that every time I get a Windows Update the screen starts flickering. I have the latest ATI driver and that doesn’t resolve the problem.
Any ideas would be appreciated.

Had tried updating the video card, tweaking with the configs, reinstalling windows… was going nuts with this tbh!

Just adjust the power settings and the flickering will go away. video card needs more power when on a different plattform. i have fixed many of the same issues and everyone charges way to much for just a five minute fix.
