After hours of searching to see what was causing the issue, I found that Windows Security Essentials was the problem. Internet started working normal again after disabling realtime protection. Since my internet worked just fine after just installing Windows 7, it's probably some update to security essentials that messed some things up. Let me know if this solves your issues...
